Propaganda starts with words. Weasel words with a very specific meaning, narrowing down your view on specific matters so that the obvious fades into obscurity and certain paths of thinking are barred right from the start.

The evil thing about those weasel words:
You won't even notice until you embed scanning for this particular trick into your consumption habit and even then it's tricky as hell.

I have been failing forever at finding entrance to the GOP are absolutely working to and have rigged elections conversation in a world where people are conditioned by tribalism to instantly attack the notion that any of our elections have been rigged. @AnarchoNinaWrites Not that I particularly want to make this sound like a conspiracy (it's very clearly true) but it's also worth noting that search engines getting actively worse (say, google) is a strict win for them in this.

If you can't trivially bring up historical cases that show things so incredibly obviously, people might entertain doubts. Does that mean google wanted this? Probably not, but does mean the regulators aren't in a rush to fix that problem, either.
