AMD FidelityFX Super Resolution 3 (FSR3) is now open source

As promised, AMD FidelityFX Super Resolution 3 is now open source under the MIT license and available for all developers to look into and add into their games.

@gamingonlinux hopefully it gets implemented in proton.
@Dynsks @gamingonlinux it can't, FSR3, just like FSR2, requires input from the game engine that proton doesn't have access to.

@dlove67 @Dynsks There's nothing stopping Proton working with it. It's a feature implemented by games, not by Proton directly.

FSR already works in Proton.

@gamingonlinux @Dynsks Well yes, but generally when people say they hope it gets implemented they mean like the FSR1 implementation thats universal.
