House fails to pass short-term funding bill as shutdown looms

Congress is racing against the clock to avoid a federal government shutdown ahead of an Oct. 1 deadline.

The lone #Democrat to vote against the #House’s recently passed short-term spending bill to fund the federal government was Rep. Mike Quigley. The 45-day CR does not include #Ukraine #aid. #Quigley represents one of the largest Ukrainian communities in #Illinois & is co-chair of the #UkraineCaucus.

#Democrats are “very happy no #border toxins” were included in the House’s bill….

#Republican House “Speaker” Kevin #McCarthy had publicly made that a central demand, & if it were included, it could have pushed Democrats to vote on policies they don’t support. Democratic leadership was surprised it wasn’t in his request.

A #WhiteHouse ofcl signaled admin support for the #House bill, highlighting that the legislation averts “deep” #cuts to #DomesticPrograms & includes #DisasterRelief. The ofcl also said the admin expects House “Speaker” #KevinMcCarthy to soon bring another bill to the floor to #support #Ukraine.

“I would have preferred that a bill that had some #assistance for #Ukraine & a #border proposal which we’ve been working very hard on,” Sen Susan Collins (R) said after the House passed its bill. “But the most important goal is to prevent a #GovernmentShutdown. If we can do that today, I will feel we will have accomplished more than the American people anticipated.”

#House Minority Leader #HakeemJeffries said lawmakers must work in a collaborative fashion over the next 45 days to “avoid another #GovernmentShutdown drama.” He said they also needed to ensure #Ukraine funding is included in the long-term spending bills.
“It’s important for #democracy. It’s important for the principle of #freedom,” #Jeffries said.
The #Senate is set to #vote on a bill to avoid a #GovernmentShutdown by 6:30 PM. Starting at 4:20 PM, the upper chamber will have, at most, two hours of debate, then vote to #pass the bill with a 60-vote threshold.
“We’ll do everything we can make sure that #aid to #Ukraine is uninterrupted, & I think that’s more than possible to do,” Sen Richard #Blumenthal (D-CN) said after leaving a meeting of #Senate #Democrats.

Blumenthal said there’s still no set path for how this additional #funding would be secured, adding that the Senate will continue negotiating the aid over the next few days.

As for the #ContinuingResolution, #Blumenthal said no #Senate #Democrats indicated they were going to vote against it over its lack of funding for #Ukraine. He expects a vote on the #House-passed CR w/in the next few hours.

Sen. Amy #Klobuchar (D-MN) said #Senate #Democrats have concluded that #uninterrupted #aid to #Ukraine is their top goal, adding that aid negotiations will be saved for a supplemental request.

“I believe there’s a bunch of #Republicans who are w/ Ukraine. The big test … is going to be what happens w/the supplemental & what happens in the next few weeks,” she said.

“When the #House returns, we expect Speaker #McCarthy to advance a bill to the House Floor for an up-or-down vote that supports #Ukraine, consistent w/his commitment to making sure that Vladimir #Putin, #Russia & #authoritarianism are defeated,” reads a joint statement from House Democratic Leader #HakeemJeffries (D-NY), Democratic Whip Katherine #Clark (D-MA), Caucus Chair Pete #Aguilar (D-CA) & Vice Chair Ted #Lieu (D-CA).
With less than 4 hrs before a #GovernmentShutdown, Sen Chris #Coons (D-DE) said he believed a #Senate vote on the #House-passed resolution would come in time. “I think this is coming to a resolution very soon,” Coons told reporters. “I’m very optimistic.”

The #Senate began voting on the #House’s #stopgap bill just after 8 p.m. A roll call is underway.

#MattGaetz said Sund that he is determined to try to oust #KevinMcCarthy from leadership after #McCarthy passed a stopgap measure to fund the govt w/ Democratic support.
