Given that organizations already have a formal and an informal structure, Kotter's idea of a 'dual operating system' which was assimilated by #SAFe actually creates a 'tripple operating system'.

If NOT - by happy coincidence - SAFe's additional value stream structure is to a large degree in line with the already existing informal structures, two foes will fight back.

If it is, then why implement it in the first place. Strengthen the informal structures instead.
