It is an OLD OLD golf course. Death Valley was first used for borax mining (and that area was used to grow alfalfa for the mule teams) and then a tourist resort long before it became a national park.
At this point the golf course is part of the ecology of the place: the creation was hugely disruptive but that was decades ago. Its the same reason why Wawona golf course is still in Yosemite.
