Unless I am mistaken, Apple’s TestFlight facilitates developers’ testing in-app purchase workflow, but _not_ actually charging. This means I have to use some other way to pay for the development of applications. I think letting me buy app “A” in order to be authorized to test app “B” is ingenious.
Plus, registering for a Twitter Developer account was a painless way to get my own API keys, for use in a manner that fully complies with Twitter’s T&C 💋

Presumably this requirement is necessary in order to comply with Twitter’s rules restricting API keys exclusively to users who are not themselves personally developing a Twitter client.
