Those houses were vacant, abandoned, and mostly owned by absentee slum lords. Nobody lived there per definition.
The city helped with repairing 40% of the houses, mainly those whose owners were living there (*Edit: in the neighborhood, not the abandoned house), and the program was implemented mainly because of the wish of those people of color living between the dangerous ruins.
