@beowuff possible, but the forms could be redesigned to hide those details if that's what Congress decides to do. My main thought is trying to reveal corruption. The 4th Amendment is used to shield too much right now.

Have you read anything by Robert Baer. He is a retired CIA field agent and expert on Arabia. He has written several very good nonfiction books and is a realist. When he retired from the CIA he worked in D.C. for some time. He said he was shocked at the amount of oil money floating around the Capitol. Might explain why Congress and the White House have no appetite for action on the climate.
