They basically just end up with a phone made for cheap in China, despite saying "Made in the USA", and just run some knockoff version of Android that has the Google stuff stripped out.
Which isn't the worst idea in the world, but this is usually being done by people not competent enough to support their own efforts, like supporting infrastructure for alternative services or app updates. It's all very shoddy stuff, at best.
