On a webinar last week about new US Title 2 regulations, & someone asked in chat 'what if the Trump admin just rolls them back?'

Presenter just looked suddenly exhausted. 'They can't.' Meaning, they can, but it would be more work & in less time than THEY would be willing to do.

They can ignore Title 2, but even then, if it's still on the books, YOU can enforce it yourself, through lawsuit.

At least, until some federal court finds you can't, but until then we can fight.
