I've had this weird sense of familiarity with this game eversince I ran it and saw the stylized "VINDICATORS" splashed across the screen. The almost "TRON"-like quality of that scene, the weird way the tanks are almost leaning forward. I don't think I ever played this on the family IIgs as a kid, but I am now pretty sure I played a port: The Tiger Electronics LCD handheld!

Just when I thought I had found everything PokΓ©mon related from my childhood, I find these at the bottom of a drawer!

Here are two PokΓ©mon light up keychains, featuring Pikachu and Mewtwo. They were made in 1998, and would flash when you turn the switch on the bottom clockwise. According to instructions, these would flash up to 120,000 times!
