अनुसूचित जाति: शिमला में सतर्कता समिति ने अत्याचार निवारण पर की समीक्षा

Himachal News: शिमला में उपायुक्त अनुपम कश्यप की अध्यक्षता में अनुसूचित जाति और जनजाति (अत्याचार निवारण) अधिनियम 1989 के तहत जिला स्तरीय सतर्कता समिति की बैठक हुई। इसमें पीड़ितों को राहत राशि, पुनर्वास सुविधाओं और अधिनियम के कार्यान्वयन की समीक्षा की गई। जिला शिमला में 2018 से 33 मामले लंबित हैं। इस साल जनवरी से जून तक नौ नए मामले दर्ज हुए। यह बैठक पीड़ितों को न्याय दिलाने की दिशा में अहम कदम है।

राहत राशि और पुनर्वास

अधिनियम के तहत पीड़ितों को 85 हजार से 8.25 लाख रुपये तक की राहत राशि दी जाती है। बैठक में विभिन्न अधिकारियों की भूमिका पर चर्चा हुई। उपायुक्त ने कहा कि सभी हितधारकों को मिलकर काम करना होगा। पीड़ितों को समय पर न्याय और पुनर्वास सुविधाएं देना प्राथमिकता है। लोगों में अधिनियम के प्रति जागरूकता बढ़ाने की जरूरत है। इससे कमजोर वर्ग अपने अधिकारों के लिए लड़ सकता है।

लंबित मामलों पर चिंता

जिला शिमला में 2018 से 33 मामले लंबित हैं। उपायुक्त ने जिला कल्याण अधिकारी को हर मामले की मासिक प्रगति रिपोर्ट देने के निर्देश दिए। उन्होंने कहा कि दोषमुक्ति की बढ़ती संख्या चिंताजनक है। निष्पक्ष और तथ्य-आधारित जांच जरूरी है। इससे दोषियों को सजा मिलेगी और पीड़ितों को न्याय। लंबित मामलों के शीघ्र निपटारे के लिए प्रभावी कदम उठाए जाएंगे। यह कदम कमजोर वर्गों के लिए राहत का संदेश देता है।

60 दिन में जांच अनिवार्य

उपायुक्त ने जोर दिया कि अधिनियम के तहत 60 दिनों में जांच पूरी कर आरोप पत्र दाखिल करना जरूरी है। राज्य, जिला और उप-मंडल स्तर की समितियों को नियमित समीक्षा करनी होगी। पीड़ितों और गवाहों के न्याय तक पहुंच को सुनिश्चित करना प्राथमिकता है। जिला पुलिस अधीक्षक संजीव गांधी ने कहा कि पुलिस निष्पक्ष जांच करेगी। लापरवाही बरतने वाले अधिकारियों पर कार्रवाई होगी। यह कदम पीड़ितों में विश्वास जगाएगा।

पुलिस की जिम्मेदारी

जिला पुलिस अधीक्षक संजीव गांधी ने कहा कि अनुसूचित जाति और जनजाति के खिलाफ अत्याचार के मामलों में तथ्य-आधारित जांच होगी। सभी जांच अधिकारी 60 दिनों के भीतर जांच पूरी करें। लापरवाही बरतने वालों के खिलाफ सख्त कार्रवाई होगी। बैठक में जिला न्यायवादी मुक्ता कश्यप, अतिरिक्त पुलिस अधीक्षक नवदीप सिंह, डीएसपी और अन्य अधिकारी मौजूद थे। यह प्रयास पीड़ितों को त्वरित न्याय और समाज में समानता सुनिश्चित करने की दिशा में है।
