Seems like the author tries to help others avoid situations that could be best described as people "playing office" (quote from a three-year old).
Inspired by @alcinnz , I started reading the book "Producing Open Source Software" by Karl Fogel.
The epub version of the book on the website is said to be outdated, so I stitched the html pages into an epub myself, using wget and calibre. Here it is.
