True, the bumbling of one of the officers is played for laughs, and their attempt at comedy in their second appearance is gratuitous.
However, the bumbling actually serves as a #PlotDevice.
The #story needs David to be level headed to have Agutter's character interested in him and so he isn't locked up for being unstable.
At the same time, he needs to remember the werewolf attack and plant the seed of the possible supernatural explanation of what happened (and what will happen). This is to raise enough suspicion for the characters to investigate, gather more evidence and have no trouble believing what is going on.
The police are presented as one aloof, and one clumsy.
The aloof policeman is aloof enough to lack suspicion and view David's wolf story with condescension. It is the clumsy officer who believes David because David is (and needs to be) calm and level headed.
The aloofness versus the bumbling clumsiness work to shut that enquiry down. This allows for the events to unfold without anything stopping them. David isn't locked up as a precaution, etc
