It's possible, because this cartoonist is doing just that.
In NZ, we did just that once. Not an EV, they weren't on the radar at all then, we seemingly had plenty of petrol.

We built a Trekka. A kiwi style Landrover. Imported the running gear ( Skoda) and manufactured the body. Great little cheap to buy, local built ute!

Nowadays , we can build rockets! ( Rocket lab)

So, let's take a good look at what this*cartoonist* ( very clever one I add) has built and give some serious thought about building one here. In little old, down under, New Zealand. I'm sure we have the talent ( if they are still here..)
