I had a whole P-scale worked out, but I think crucially a low level "Teep" could only read surface thoughts and only if they were alone with just one or two people. Promotion in Earth Force based on (number of) off world transfers while the Psi Corps based on years spent training. Psi Cops also get promoted each time one retires or one graduates. Officers in either branch of the service (technically at least four!) get promoted every five years up to the rank of colonel, unless they are promoted or ordered to retire early
