"Min-seok’s mother, Kim Hee-jung, produces a document, dated February 2023, which revealed that her late son’s financial records were accessed for an investigation after his death. She believes authorities were still trying to find evidence of drug-related transactions."

‘History suggests authorities may try to blame victims’?
A terrible conclusion, but still an interesting read.

History in United Kingdom is not a great reflection of what is likely to occur in South Korea.
Remember 2015 Mina Crowd Crush: Victims weren’t blamed; investigation still inconclusive; and criticism directed at Government (as Organisers)
Several other instances around the world where criticism is directed at organisers.

… but in Seoul’s case (where there is no official organiser) in a country which has a relatively high election participation rate, ‘blaming the victims’ is like committing political suicide.
