I think our (USA) leaders have avoided or even refused to define "terror" or "terrorism" in any meaningful way, since at least Bush's "war on terror", for reasons including:

  • A vague, formless, constant fear is really good for consolidating and holding state power; clear definitions might lead to more targeted public sentiment, which would reallocate tax dollars and public sentiment in ways many powerful people don't want
  • As noted 10,000 times in the past 20+ years, any definition of "terrorism" ends up identifying lots and lots of right-wing crimes, official public speech, and "influencer" speech as terrorism, with very few examples of left-wing actions or speech
  • Any reasonable definition of terrorism would classify the USA as one of the main purveyors of "terror" around the world. This has probably been true for decades, but in the past 30-odd years it would be hard not to classify this nation and the most egregious global source of terror
  • That makes a good sound byte or two, maybe. I think it's missing some important things, like the fact that, along with our leaders' obsession with gunboat diplomacy and strongarm tactics at the expense of millions of people, our nation has historically also (at the same time) been one of the world's most prolific and sustained sources of humanitarian aid and support for democratic institutions. The USA has also been a huge source of charitable giving to the developed world, though that has been a mixed bag because the overwhelming majority of this giving is by religious institutions, which have a habit of giving only to certain populations, or giving with weird and unhelpful strings attached.

    My point is that the USA hasn't historically been only a source of violence (military, economic, political...) in the world; it has also been a large source of aid and support--even of direct antiviolence. These have happened simultaneously for a few generations.

    My real point is just how disheartening, frightening, and enraging it has been to watch Republicans systematically destroy as much of the positive side of that equation as possible while ratcheting the negative side higher and higher, inventing new American forms or just quantities of cruelty and violence. This double whammy is changing things for the worse at a rate we haven't seen in a century or more, I think. The violence is dialed up to 11 while the quieter background antiviolence, which sometimes even tried to mitigate the effects of our own violence, is ending.
