US Marshals arrest Donovan Berry in Buffalo, New York, Naveah Jackson in Pine Hills, Buffalo

In a pair of significant law enforcement victories, the United States Marshals Service (USMS) and its regional task forces have successfully tracked down and apprehended two dangerous fugitives wanted for violent offenses and high-speed evasions. These arrests, spanning from the snowy outskirts of Buffalo, Erie County, New York, USA to the sunny neighborhoods of Pine Hills, Orange County, Florida, USA highlight the expansive reach of federal fugitive recovery efforts in 2026.

Donovan Berry

The first major breakthrough involved the capture of Donovan Berry, 18, of El Paso, Texas, USA. He had been a primary target for the Lone Star Fugitive Task Force following a violent incident in El Paso in December 2025. According to authorities, he and an accomplice were allegedly involved in a shooting at a local bar that left a security guard injured.

Facing two counts of aggravated assault with a deadly weapon, Berry managed to evade local police for nearly two months. However, the trail warmed up in February 2026 when the Lone Star Fugitive Task Force received intelligence suggesting he had fled over 1,500 miles northeast to the Buffalo area.

Based in Brooklyn, Kings County, New York, the New York / New Jersey Regional Fugitive Task Force (RFTF) took the lead on the ground, collaborating with several local agencies. At approximately 7:00 a.m. on March 3, 2026, task force members descended upon a Buffalo residence.

Berry was taken into custody without incident and subsequently transported to the Erie County Holding Center in Buffalo where he awaits his return to Texas as a fugitive from justice. The USMS extended gratitude to the New York State Police, the police departments of Buffalo and Akron, Erie County and the offices of the Erie County and Niagara County, New York sheriffs for their vital roles in the operation.

Naveah Jackson

Simultaneously, the USMS celebrated the capture of Naveah Jackson, 21, of Catskill, Greene County, New York. He a suspect wanted for a string of dangerous incidents in the Hudson Valley, which comprises the valley of the Hudson River and its adjacent communities in.

Jackson’s legal troubles escalated on January 30, 2026 following a harrowing 19-mile high-speed chase. The pursuit, initiated by the New York State Police in Greene County, ended in a multi-car collision in New Paltz, Ulster County, New York. He reportedly fled the scene of the crash on foot.

In addition to the charges stemming from the pursuit, Jackson was also wanted by the Catskill Police Department for firearms violations. Following a request for federal assistance, investigators tracked his movements to Pine Hills.

After conducting intensive surveillance in Florida to confirm Jackson’s location, USMS task force members executed an arrest on the afternoon of March 2, 2026. He is currently held in Florida pending extradition back to New York.

The midnight ambush

The investigation stems from a violent incident on May 16, 2025 in the 100 block of Lincoln Street in Jackson, Jackson County, Michigan. According to the Jackson County Sheriff’s Office, a group of friends and family had gathered on a residential porch just after midnight when three individuals approached on foot and opened fire.

The barrage of bullets struck four men namely Kenneth Avant, 63, Anthony Owens, 45, Randall Hurst, 44, and Michael Gant, 42. While all victims were rushed to Henry Ford Allegiance Hospital in Jackson, Owens succumbed to his injuries in the early hours of May 17, 2025. The suspects fled the scene before law enforcement arrived, sparking an intensive, multi-state investigation.

Tracking the suspects

Charges were formally filed in late December 2025 after months of forensic work and interviews. The three men identified in the attack namely Flowers, Tyrek Tra-Quan Jabrie Rice, 28, and Montez Martees White, 27, each faced a litany of charges, including one count of open murder, felony firearm possession and multiple counts of assault with intent to murder.

Rice and Flowers faced additional charges for being prohibited persons in possession of a firearm. The former was the first to be captured, located in Ohio, USA shortly after the charges were made public and the latter was also apprehended by U.S. Marshals in the same state earlier this year.

The final arrest

The search for Flowers led investigators to West Virginia, USA after receiving tips that he had fled to the Morgantown, Monongalia County, West Virginia area. The U.S. Marshals Service Mountain State Fugitive Task Force spearheaded the effort, tracking Flowers’ associates to a residence on Northwest Drive in Morgantown.

Given Flowers’ history and the violent nature of the charges, the West Virginia State Police Special Response Team (SRT) was called in to execute the high-risk arrest. At approximately 7:20 a.m. on March 2, 2026, authorities breached the residence and took him into custody without incident. The operation involved a massive collaborative effort between the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the Mon Metro Drug Task Force and the Monongalia County Sheriff’s Office.

Flowers is currently being held in Monongalia County as a fugitive from justice pending his extradition back to Michigan to face trial. While all three suspects are now in custody, officials have yet to release a definitive motive for the deadly porch shooting.
