Thank you to everyone in the full-house crowd and online who took part in last night's City Council vote on the Downtown Plan. Whether you approve, disapprove, or have mixed feelings, I appreciate that so many of you spoke up last night, and in discussions ahead of the vote.

Despite some concerns, I joined in the unanimous approval because this project addresses several long-term unmet needs: housing for different income levels, a public gathering place, additional arts and cultural programming outlets, and funding for schools, parks, and local services at a time when other financial resources are tight.

When it became clear that the Downtown Plan would easily pass, I focused on what I could do to improve the project. To that end, I proposed two amendments to shape the upcoming RFP process. I'm grateful my colleagues unanimously agreed to direct staff to use this guidance when soliciting developer proposals:

1. Get options for condominiums, not just apartments. For example, the four-story mixed-use building on TO Boulevard could be condos, while the seven-story building behind it remains apartments. This would provide residents with pathways to build equity.

2. Get options for long-term ground leases, not just fee-simple land sales. This is public land, and I strongly favor keeping it in public hands. Privatization would transfer away from the public and toward the already wealthy. If we are doing public-benefit projects, we must do everything possible to maximize that public benefit.

Last but not least, I want to thank Akbar Alikhan, Krystin Rice, and the entire city team who worked with architects and met with thousands of residents. The team consistently made a good-faith effort to meet people where they were, helping shape a better project in the process.

ARGE LAW ENFORCEMENT PRESENCE RESPONDS TO POSSIBLE ARMED PERSON WEDNESDAY IN THOUSAND OAKS:

Update: The Watch Commander for VC Sheriffs confirmed the suspect was found and arrested. Weapons were found in the suspect's vehicle, the Watch Commander confirmed. Charges were pending the outcome of the active investigation.

At 3:44pm on Wednesday afternoon, June 17 of 2026, the Ventura County Sheriff's Department responded to reports of a possible armed person in the 200 block of Thousand Oaks Boulevard near Moorpark Road.

The Watch Commander for VC Sheriffs said that still images from surveillance had been sent to the department showing an armed person entering a multi-story building.

Deputies, along with CHP officers, converged on the building, blocked traffic in the area, and began a search. People were sheltering in place during the incident.

Deputies searched floor by floor, however the Watch Commander confirmed that the person had left. Additional law enforcement had responded to the Chase Bank by Hillcrest Drive and Wilbur Road to search that area with the Watch Commander again confirming that the person was not found.

The Watch Commander confirmed that no shots had been fired, and that no one was injured. Witnesses were being interviewed, and an active search was continuing as of about 6:30pm.

Not sure what's going on, didn't listen from the beginning, but if you're in Thousand Oaks, avoid going near Tarantula Hill Brewery at the moment... 10-33 police activity, and they were searching for either people or vehicles. The City Council observed Pride Month Tuesday night by presenting Unity Conejo with a proclamation celebrating LGBTQ residents and their many contributions to our community. This follows on the Council’s recent unanimous vote to reaffirm our city’s #1 goal of being an “equitable, accessible, safe, welcoming, and inclusive” government and community for all residents.

I am an ally of all who work for inclusion – regardless of sexual orientation, gender identity, skin color, national origin, intellectual or physical ability, or faith.

This week the City Council joined with CVUSD in observing Juneteenth, the annual holiday commemorating the end of slavery in the US. This is an important event in US history. As Marlena Wallace, chair of CVUSD’s African-American District Advisory Council noted, African-American history *is* American history. Happy Juneteenth!
