New York is considering change laws to allow "Stop as Yield” to let cyclists treat red lights as stop signs, and stop signs as yields.

This would also make sense as a law change in the Australian context. Cyclists in Melbourne never stop at a stop sign and very commonly will treat mis-configured red lights as just a give way.

I don't think Victoria Police generally bother with enforcement against cyclists so it's not a pressing issue but it's something to think about.
