โ€œThe commissioners argue that even with this step, data reflects the issues surrounding bike accidents [sic] are more tied to those 13 years and older, not young children, and that this move won't have a major impact as far as safety on the roads.

โ€œThey also voted to recommend that the City Council adopt other rules that will keep streets safe, such as prohibiting passengers on e-bikes for anyone under the age of 16 and limiting Class 2 E-bikes for anyone under the age of 16.โ€

"Although even the commissioners shared some hesitation, they did vote to recommend [Carlsbad] city council still impose the minimum age requirement as a first step.

"They are also recommending council adopt a rule to prohibit passengers for anyone under 16 and look into lobbying the state to create even more protections surrounding e-bikes.โ€

"No new E-Bike laws for now, Santa Cruz says education is the answerโ€ by Briana Mathaw for #KION

"'Riding e-bikes, younger than they would get a license? They're really missing that opportunity to know how to behave on our roadways with other roadway users. And so [our focus is] enhancing the amount of education that we put out,' Claire Gallogly said.โ€ (Gallogly, while not identified as such in KION story, is a City of Santa Cruz transportation planner, since 2015.)

No new E-Bike laws for now, Santa Cruz says education is the answer

SANTA CRUZ, Calif. (KION-TV) โ€“ As e-bikes become more popular across Santa Cruz, local officials are responding to growing concerns about safety, especially when it comes to young riders. Instead of rushing to implement new laws, the cityโ€™s Transportation Commission is focusing on education as the primary solution. We think we should let the state

As the San Diego County, Californiaโ€™s City of Carlsbad "Snapshot of fines associated with violationsโ€ in https://www.carlsbadca.gov/departments/streets-traffic/traffic-safety/electric-bikes notes, โ€œThe actual fine does not include approximately $300 dollars in additional court fees.โ€

Similarly true here in Monterey County. For example, while state law allows a $25 fine for Helmet Required [for minors], 21212(a) CVC, in actuality, if youโ€™re under 18 and are cited for no helmet in Monterey County, youโ€™re typically going to be out $193 due the court, not $25. Thatโ€™s why Bicycling Monterey offers an alternative https://bikemonterey.org/bike-equity-project-alternative-to-fine-for-traffic-citations.html that is appreciated by local families: https://bikemonterey.org/youth-bike-and-sometimes-receive-citations.html.

Donations to help support that project โ€” or to provide helmets for youth without one โ€” are needed and appreciated. How to donate: https://bikemonterey.org/about/financial-donations

On Sept 16, 2025 the City of Carlsbadโ€™s Traffic Safety & Mobility Commission is holding a special meeting to gather community input on a potential minimum age for e-bikes.

"Why is 12 being considered as the minimum age?

โ€œThe Carlsbad City Council requested that the commission hold this meeting following the passage of AB 2234, which allows cities in San Diego County, as well as the county itself, to establish a minimum age of 12 for riding e-bikes.
"Before AB 2234 was passed, state law limited the cityโ€™s ability to adopt minimum age requirements.
Because the age of 12 is identified in the legislation, the city does not have authority to adopt an ordinance with a different minimum age.
"Technically, this new law applies only to Class 1 and Class 2 e-bikes. State law already establishes a minimum age of 16 for riding Class 3 e-bikes, which can reach higher maximum speeds.โ€
