And in much of the English-Speaking world, the neoliberal, decentralised model means the purchase decisions are done at the school, worse the department, or at most the district/trust, level.

Those are entities with much less bargaining power than, say, States.

And they're staffed by overworked people seeking clearly costable "solutions", prone to fall for silver-bullet marketing hype.

In England and Wales, #stateSchools are the state (I.e. taxpayer)-funded schools that Americans call public schools; #publicSchools (a subset of #independentSchools, which is what Americans would call private schools) have large endowments and are funded by private donations and tuition fees.
