We've been trying since Plato. One really needs the will of the people, as a good set of rules is never enough on its own.

That said: I've studied several over the years and the #GermanBasicLaw is one of the least gamable constitutions in my view. (It's a temporary measure that has lasted for 3/4 of a century, too.)

The French Fifth Republic constitution is fairly robust, but not quite as good I think. But that's on version 5.24 !

Another thing that I enjoy is how the German Basic Law is essentially the same process all over again, as it addresses some of the warts of the #USConstitution that were learned over a century and a half. Its Bill of Rights comes first, has several unamendable provisions for the truly fundamental stuff, and is more explicit, for example.

@mcpaccard I use the term "Second-system effect" because it has been coined before 1975 and it show that nearly half a century ago (!), we already knew that software had a tendency to become crap.
