FTC alleges that the money transfer method has been used for telemarketing and other mass marketing frauds, such as lottery, prize, and sweepstakes scams, advance-fee loan scams, person-in-need, grandparent, and emergency scams, and government imposter and utility scams, induce people to use Walmart’s money transfer services to send money to domestic and international fraud rings.

Somewhat interesting payment fraud with self-service point-of-sales: "Someone will begin the process of purchasing a pre-paid Visa Card and then leave the kiosk without completing the transaction. They wait for someone to come and start checking out, hoping they'll remain unaware there's an unpaid card already in the system"

Haven't used the self-service kiosk in question but it sounds like questionable UX to me, if the checkout process can remain open for the next customer and that the fraud might be noticed only after the purchase completion.
