How did city of #Oakland supposedly swng from $55 million negative balance on books to announcing a $73.6 million budget surplus in just four magical months?

It's called "financial engineering" by some and
no matter how much money the city has taken in via raised taxes thru ballot measures and political chicanery , throughout past decade officials always manage to overspend allotments by literally $100s of million$.

Municipal workers are expecting pay raises via floating potential voter approval of new parcel #taxes while businesses shutter, struggling schools flounder, roadways rot and return to rubble with waste strewn homeless camps visible under nearly every freeway overpass...

If the pitch for new parcel tax increases are not approved by reliably gullible #voters, it is a near-certainty that the constantly in crisis west coast wasteland won’t achieve its bogus budget #surplus— and the #unions won’t get the “triggered” raises promised in their contracts.
