I generally base worlds in the real world, but set them far into the future. This way, I still have a basically open canvas to play with. NeoTokyo (in #NeoTokyoDead) is built on the site of 21st century Tokyo but has both exceeded its sprawl and obliterated its remains by plunging below the older city.
