Why is a narrow neighborhood street with no bike lanes (and barely a sidewalk on one side) carrying all of this car traffic to/past the schools? Car traffic will *always* expand to fill the space it is given. And because drivers behave like toddlers, most people will not choose to bike that mile or two.
