I was a big fan of Dark Sky before it got purchased by Apple. Nowadays, I use Merry Sky which has a similar vibe and uses the Pirate Weather API.

Big question seems to be the split between rain and snow. Frankly would prefer cold, dry snow, but it looks unlikely.
