Why is it so hard to make ICNS files?

I had a user that's a mac/iOS developer ask if I could add PNG to ICNS conversions to my file conversion app.
The only other "best" solution I could find was a complicated command-line script from stack overflow.

Now he can do it in seconds with my app at howtoconvert.co!
