Consider if you were on a date with a romantic interest and they suggest going to a movie, "it is expensive", might be an accurate assessment, however there is zero chance of any positive outcome. You could say, "I'm short on cash, how about we go for a coffee and share a piece of pie?", or "let's go to my place, there is a great movie on Netflix!".
As a decision maker, either you have a budget or you don't. As a decision maker you should do some legwork to figure out what is the desired outcome and help your team reach that goal. Saying "it is expensive", is a surefire way to convince most people who are seeking your leadership that you have nothing to provide and are likely wasting everyone's time.
