The Houston City Council updated the so-called “civility ordinance” that prohibits sleeping, lying down or placing possessions on sidewalks in 12 parts of the city from 7 a.m.-11 p.m. In downtown and East Downtown, the rules will now apply 24/7.

After Harris County Commissioners Court approved $8 million for homelessness services, the City of Houston’s housing department claimed the money would “go directly towards the Mayor’s Homelessness Action Plan.” The county’s housing director said, “We wouldn't call it the mayor's program.”
