This EPAH report presents the results of a Europe wide assessment identifying regions with high vulnerability to severe energy poverty. Building on a combined approach using data analysis and expert insight, it highlights where support is most urgently needed across countries, regions, and communities. The findings draw on key social and energy indicators, climate data, and national expertise to validate and refine the results.

This EPAH report presents a methodology to identify regions most vulnerable to energy poverty across Europe. It combines a top down analysis of regional data from Eurostat with a bottom up validation from national and local experts. This approach helps confirm high risk regions while also identifying additional areas and specific communities such as cities, municipalities, and neighbourhoods.
