This NYTimes headline is absurd. How effective have ad campaigns ever been on driver behaviors? Very, very little. What is actually effective? Speed cameras, like David Zipper said. Also:

* Speed tables and raised crosswalks
* Continuous sidewalks
* Protected bike lanes
* Pedestrian medians and bump-outs
* Leading indicators

I'd rather see cities improve a few streets at a time with the same money it takes to run an ad campaign.
