Erik Payán Ibarra, 51, is a father and grandfather who has been living in the Houston area for more than 20 years, but he does not have legal status in the U.S. He was among more than 100 people arrested in Colony Ridge during an immigration enforcement operation last month in the predominantly Latino community northeast of Houston.
