An enumerator visited my home yesterday for the #caste census, which apparently precedes the Census of India 2027. He noted responses in a mobile phone and a notebook. I replied "casteless." He said that option didn't exist. I said it is what it is. He gave up and asked me several details including my name, phone number, and whether I own an LPG connection, a computer, a TV, or an automobile.

I was told by others that he listed me in the General Caste category.

With Special Intensive Revisions of the electoral rolls, and now with this digital census, citizenship of India and other rights have become alms thrown to the Indian people by the government. And these are alms that can be taken away for various reasons, these are alms one has to keep begging for periodically.

बिहार गरीब कल्याण: 94 लाख परिवारों को 2 लाख रुपये की आर्थिक मदद, जानें क्या है यह योजना

Bihar News: बिहार सरकार ने बिहार गरीब कल्याण योजना की शुरुआत की है। 2023 की जाति आधारित जनगणना में चिन्हित 94 लाख गरीब परिवारों को 2 लाख रुपये की आर्थिक मदद मिलेगी। यह राशि स्वरोजगार शुरू करने के लिए अनुदान के रूप में दी जाएगी। मुख्यमंत्री नीतीश कुमार ने कहा कि यह कदम गरीबों को आत्मनिर्भर बनाएगा। योजना का लाभ सभी समुदायों को बिना भेदभाव मिलेगा।

योजना की मुख्य विशेषताएं

बिहार गरीब कल्याण योजना के तहत 94 लाख परिवारों को 2 लाख रुपये तीन किश्तों में मिलेंगे। पहली किश्त 25%, दूसरी 50%, और तीसरी 25% होगी। यह राशि पूर्ण अनुदान है, जिसे लौटाने की जरूरत नहीं। लाभार्थी छोटे व्यवसाय, कृषि, या सेवा क्षेत्र में निवेश कर सकते हैं। जरूरत पड़ने पर राशि बढ़ाने का भी प्रावधान है। योजना का उद्देश्य बेरोजगारी कम करना है।

पात्रता और आवेदन प्रक्रिया

बिहार गरीब कल्याण योजना के लिए पात्रता शर्तें सख्त हैं। आवेदक का नाम 2023 की जाति जनगणना की पात्र सूची में होना चाहिए। परिवार की मासिक आय 6,000 रुपये से कम होनी चाहिए। बिहार का निवासी होना जरूरी है। आवेदन के लिए आधार कार्ड, आय प्रमाण पत्र, और जाति प्रमाण पत्र अनिवार्य हैं। ऑनलाइन आवेदन बिहार सरकार की वेबसाइट पर जमा होंगे।

जाति जनगणना का आधार

2023 की जाति आधारित जनगणना के अनुसार, बिहार की जनसंख्या 13.07 करोड़ है। इसमें 36% अति पिछड़ा वर्ग, 27% पिछड़ा वर्ग, 19.65% अनुसूचित जाति, और 15.52% सामान्य वर्ग है। 94 लाख परिवारों की मासिक आय 6,000 रुपये से कम है। बिहार गरीब कल्याण योजना इन परिवारों को आर्थिक रूप से सशक्त बनाएगी। सभी समुदायों को समान अवसर मिलेगा।

स्वरोजगार का लक्ष्य

यह योजना सिर्फ आर्थिक मदद नहीं, बल्कि स्वरोजगार का अवसर है। लाभार्थी खाद्य प्रसंस्करण, हस्तशिल्प, या छोटे दुकानों जैसे क्षेत्रों में काम शुरू कर सकते हैं। सरकार ने 62 प्रकार के व्यवसायों की सूची जारी की है। यह कदम ग्रामीण अर्थव्यवस्था को मजबूत करेगा। बिहार में बेरोजगारी कम करने की दिशा में यह बड़ा कदम है।
