There is nowhere to get the air defence, and even if there was, #Kharkiv is just 30 km from the border - it's impossible to cover it properly without capturing #Bilhorod first.
As to where to go - to the western regions. Many residents of those have used the opportunity to go to EU as refugees, so there's some capacity there still.

Another Russian missile impacted on Russian soil. This air-launched FAB-500 with an UMPK glide kit crashed somewhere in the Belgorod Region.
Russian channels like “Zhest Belgorod” distributed videos and pictures of missile fragments, which damaged civilian properties in Belgorod.
However, once they realized that those were the booster sections of 23Ya6 missiles of the Russian Pantsir-S1 air defense system, they deleted them.
