The Construction Industry Federation resisting calls for a more robust building inspection regime, claiming that the 2014 Regulations have resolved the problems of the Celtic Tiger era.

I wish I had their confidence.

We still have a self-certification system, albeit with more paperwork than before.

And we know that some of the 40 schools where defects were identified five years ago were built post-2014.

It should have happened in 1990 when Pádraig Flynn introduced the first Building Control Act (as a direct result of the Stardust disaster).

It should have happened in 2013 when Phil Hogan brought in the Building Control (Amendment) Regulations in response to Priory Hall and the pyrite scandal.

It must happen now.

This is a promising development for redress for #ConstructionDefects but the devil will be in the details. Retrospective application of the legislation will be essential. And we need to revisit the self-certification process that led to these problems in the first place. The 2014 Regulations that Phil Hogan brought in do not fully address the problem. #BCAR
