This is a good piece by Lorcan Sirr on the dysfunction in our Building Control System and the fact that despite Priory Hall (and many more like it), despite the pyrite scandal and despite the mica scandal, we still have a self-certification system.
And what inspections we do have are woefully inadequate. There are 58 (full time equivalent) Building Control Officers across the whole country, by comparison there are 72 dog wardens.
Our Building Control system has been so dysfunctional for so many years we don't even recognise it when, for once, it is operating as it should.
We don't know the extent of the issue here but a Building Control officer inspecting a site to enforce compliance is a feature of any functional Building Control system and is commonplace in most jurisdictions. That it doesn't happen here very often is evident by the fact that this story is making the news.

It should have happened in 1990 when Pádraig Flynn introduced the first Building Control Act (as a direct result of the Stardust disaster).
It should have happened in 2013 when Phil Hogan brought in the Building Control (Amendment) Regulations in response to Priory Hall and the pyrite scandal.
It must happen now.
