"come from merit [raises] or from, you know, your professional development and changing into other jobs."
Basically, you're fucked ... unless you suck off your boss for a merit raise or a promotion.
The corollary is that it's your fault you're underpaid.

The University of #Alaska (UA) is going full Oprah!
UA just released its annual employee survey.
The gist: almost every thing is worse than last year. And shit is pretty bad indeed. E.g., at #UAS 80% say they are not paid fairly.
The University's response? No, they're not going out and getting the millions needed to raise everyone's pay back to 2018 levels (in real dollars).
Instead, they are pitting ~6,000 workers against each other for something like 40 awards worth $100-1000 dollars, and a few $5000 grand prizes.
It's like saying a solution to systemic poverty would be to have a folks scramble to get on Oprah's show to get a one-off token gift.
Chances are, you won't get an award. But even the biggest one it isn't going to make up for your lost purchasing power and underpayment relative to other Unis.

The Trump administration has delivered an extraordinary ultimatum to Columbia University, threatening to permanently end federal funding to the school unless it cedes control of an international studies department and implements sweeping changes to other policies. Federal officials wrote in a letter Thursday that the university must immediately place its Middle Eastern, South Asian, and African Studies Department under “academic receivership for a minimum of five years.” It must also ban masks on campus meant to hide the wearer's identity, adopt a new definition of antisemitism and abolish its current process for disciplining students. The letter marks a significant escalation in the Trump administration’s efforts to impose sweeping changes on academic institutions.

The higher education sector is, by all accounts, a sinking ship. Lack of government support and a decrease in the number of international students have created a serious funding crisis. Some 80% of institutions could soon be at risk of deficit. Many have already announced redundancies, course closures, are scaling down catering provisions, changing work patterns or trying to outsource services. All the while we face the now-standard real terms pay cuts to our wages. The writing has been on the wall for a long time now and the situation is only set to get worse.
There's hiring freezes, but the University can pay the cost of three staff positions to bring Liz Cheney to Anchorage.
