In fact, he is threatening to FLOUT, VIOLATE, or DEFY the 22nd Amendment. It's an emergency.
It’s unfortunate that “the White House" has become standard synecdoche for the president and his staff. Now we have newspapers saying with a straight face that the White House refuses to comment on its own demolition.
