When we think of Ancient Greece, although there was no modern concept of anti-immigrant sentiment, the distinction between citizens (polites) and foreigners (metoikoi) sometimes led to suspicious or negative attitudes toward outsiders due to economic and security concerns. In other words, the dynamics were rooted in similar anxieties, but modern nationalist rhetoric did not exist.

In Ancient Greece, true democracy was experienced in Athens during the 5th century BC. At that time, Athenian democracy was a direct form of democracy; citizens debated laws and voted on them. Today, it is not possible to fully achieve the direct and actively participatory structure of Athenian democracy. Its only limitation, however, was that only free male Athenians held political rights, while women, slaves, and foreigners were excluded from them.
