They are decided by counting votes

So we should pay more attention to Pennsylvania — which could determine control of the Senate — where Republicans are trying to exclude thousands of ballots from eligible voters

Might I suggest that Twitter refugees include their generalized location in bios? The process of reestablishing a network will result in making new connections and you may not always know someone's location.

More importantly, this place is far less American-centric than Twitter, and having to ID as American (if you are) might remind you that the US is not the entire world.
