@dazinism @cassidyjames hmm, I had my iPad turned off for some time, but I don't remember getting a message to turn on online backups again. Same after installing small iOS updates, maybe once after an major update (iOS 12->13 for example). That said I do local encrypted backups quite regularly, maybe that has an effect on how often one gets notifications regarding (online) backups.
@dazinism @cassidyjames That's because they don't. I have iCloud Backup turned off and don't ever get one message from Apple to turn it on.
