It may depend on intonation, but if I heard someone say "achot sheli" I would 100% of the time think they were being literal. Either about a familial sibling or a nurse, depending on context.
Not saying you or your Israeli acquaintance is wrong, just that from my experience it feels further from the mark than achi for a woman or achoti.
Was going to respond with jocular non-gendered usage of the word to demonstrate what I meant, but I have a feeling that you would take offense regardless of intention and humor.

The OED definition (that applies) for dude is:
3a. More generally: a person, esp. a man.
Compare this to, say, bro:
II.5.a. A man considered as a fellow member of a particular social or cultural group
II.5.b. A close male friend.
So, while "dude" is not completely free from gendered connotation, it is regularly and often used to refer to any person, regardless of gender.
But really, all language is what it feels it is to the people who use it. That's how language works. You're welcome to feel gendered by usage of the word but the word itself isn't "gendered".

Looking for clarification on Israeli slang:
I use אחי (achi) essentially as a stand-in for "dude" in English. "Dude" is fairly gender neutral to me and I use it with mascs and femmes. Meanwhile, אחי feels very gendered to and wrong to use with someone female presenting.
And as far as I know, אחותי (achoti) doesn't have the same meaning at all.
Is there any chance that I'm wrong and that אחי actually is used in a gender neutral way in Israel? Or is there a feminine phrase that I can start using instead?

If you plug in a compliant OTG usb-c drive or drive with a working adapter, you can long press on a folder, select copy, then switch from "Internal Storage" to "USB Device" and click on the paste button.
