The idea is to have a fast channel of notifying the main thread when a worker thread is available to pick up new work.

I suspect that this is faster than doing postMessage/message for a few reasons:

- It only uses atomics and not uv_async_send (that writes to an fd)
- It does not serialize any data

Now... I need to figure out a way to benchmark it!

@cap_ybarra not for Node.js! The last comment says that OpenJS policies can be overridden by individual projects.

That being said, it is sad that OpenJS picked that policy!

This is what started the discussion on that PR! Developer's Certificate of Origin of Node.js loosely says that the author is the author of the code, or knows where they got the code from and under what license.
