I'm not aware of any specific instance that allows self-promotion.

However, there are many people, who showcase their various artwork on different instances, as you do yourself.

As long as he does not only promote his work, but also engages with the people, who follow him and comment on his posts, I guess most instance admins would be ok with him signing up.
Otherwise, just ask an admin beforehand.
