@AnjeanetteDamon my hometown had this problem. The mayor eventually resorted to having the police park on the train track and keep the train from being able to enter the town. If the train blocked the main intersections in town for 45 minutes, the next day a police car would be sitting on the tracks before those intersections for 45 minutes.
