Yes. Very much so. That's the tragedy of the whole thing, everything was spelled out beforehand, but way too many people either ignored it or just flat out refused to believe that it was true. Leopards and all that.

On NOAA we'll have to see if the current administration registered AccuWeather pointing out that their entire system was based on NOAA data, so they can't just "replace" them. Then again, hurricane warnings would mention "climate", so likely suppressed anyway. /s

It will likely still be a while, but despite being massively overhyped, the Google error correction paper + progress on QPU interconnects have made it significantly more likely that we will have a functioning system at some point. So PQC has to be a topic for any entity that needs data to be safe for 10+ years. To what extent the three NIST algorithms will be the correct approach remains to be seen, but at least FIPS 703 (ML-KEM) is already seeing decent support.
