I think we need to approach this from two perspectives:
1. Promoting the #ActivityPub #Fediverse. And that's more than just #Mastodon
Mastodon's popularity can be used to leverage users to other Fediverse platforms. Whether that's #PeerTube #PixelFed, #Lemmy, #Friendica, etc
2. The competitors. #Twitter #Reddit #Facebook #Instagram etc
We need an organized presence on those sites to help migrate people. Every single user matters. Even just placeholder accounts.
